Bright Futures—Frederick/Winchester is a non-profit organization that helps schools connect
student needs with resources that already exist in the community. The Bright Futures framework
brings together businesses, human service agencies, faith-based organizations, and parent
groups and partners them with schools in a way that helps them quickly and efficiently meet the
needs of students and schools. Major initiatives include the Food Pack Program, Basic Needs
(Hygiene products, school supplies, shoes, clothing, teacher, and classroom need), Service
Learning, Positive Role Models.

From time to time everyone needs a little help and that is where CCAP comes in. If you have fallen on hard times and need assistance with finances or food or clothing, we are happy to get you through this time until you are sure to get back on your feet.
We make every attempt within the limits of our resources to assist every client who comes to our door
New Client requirements
- Must be a resident of the city of Winchester or Frederick County, VA
- Provide proof of residency (Ex: current lease/rent receipt, current mortgage statement or utility bill)
- Provide photo ID (Driver’s License/passport/Military ID)
- Proof of income such as a pay stub
- Dependents such as children need birth certificate
Individuals with no fixed address (homeless) may receive exceptions of requirements

Child Care Subsidy
The Child Care Subsidy Program assists families in paying child care costs for children under age 13 who are not eligible to attend public school during the part of the day when public education is available, or children with special needs under age 18 who reside with the applicant. If you are eligible and are approved for services, the Subsidy Program can pay a portion of your child care costs directly to the child care provider.

Child Find
Child Find provides free appointments to review parent concerns and discuss developmental milestones and/or difficulties for all preschool children ages 2 (by September 30) to 5 (not age-eligible for kindergarten). Some preschool children have difficulty developing certain skills. If you have concerns about your preschool age child’s development with motor, personal-social, cognitive, communication and/or adaptive skills or just want to be sure their skills are where they should be, please call NREP at 540-665-0103 and leave your contact information.
Consultations and appointments are provided at no cost to parents residing in Frederick County and Winchester. These meetings may indicate the need for a referral for special education evaluation in accordance with regulations and administrative requirements for the operation of special education programs in Virginia.

Early Childhood Special Education
The Early Childhood Special Education (ECSE) program serves children ages 2-5 years old (as of 9/30) who have been found eligible for special education with an identified disability. Classroom programs are located in several elementary schools, where up to 8 children with special needs are taught by a certified ECSE and preschool staff, in the context of a center-based or inclusive preschool classroom. Students who are eligible for ECSE receive special education services according to Individual Education Plans (IEPs).

Here are some helpful tips to find out if your employer offers childcare benefits or supports.

F.R.O.G. (Families Reaching Out Group)
Founded in 2009, Families Reaching Out Group (F.R.O.G.), a Winchester, Virginia based non-profit is dedicated to making a difference in the lives of foster children and children who have been victims of abuse, neglect or are at-risk.
One of F.R.O.G.’s projects is Froggy’s Closet. We are committed to help these children adjust to their new living situation and let them know that there are people who care about them. We serve children and families in Winchester, Frederick County, Clarke County, Shenandoah County and Warren County.
F.R.O.G. provides accessibility to basic needs such as clothing, shoes, diapers, car seats, toiletries, vouchers for haircuts, book bags for school and so much more.
We encourage and equip foster families for the challenges of foster care with support meetings and educational offerings the first Monday of each month at our office located at 200 North Braddock Street in downtown Winchester, Virginia.
Everything we do is only possible through donations and with the help of our Volunteers. Each donation directly helps the children in our community.
Our Goals Include:
- Providing clothing and other essentials for foster children, children at risk and children in need. All provided free of charge with an appropriate referral.
- Support, educate and mentor families through the challenges of foster care, respite, kinship and the adoptive process.
- Provide after school enrichment activities for foster children
- Provide household items for children aging out of foster care.

Faithworks, Inc. is a 501 (c) 3, non-profit, faith-based Community Housing Development Organization.
We work throughout the Northern Shenandoah Valley to meet the needs of low income and A.L.I.C.E. (Asset Limited Income Constrained Employed) individuals and families and address the need for more affordable housing in the region.

- Provide assistance with basic needs (food, shelter, utility payments, etc.) when appropriated funds are available.
- Partner with city and county governments, developers, for-profit businesses, non-profit agencies, churches, civic organizations, etc. to develop affordable housing and multi-use facilities (community centers, recreation areas, nonprofit offices, etc.).
- Coordinate human and financial resources to create affordable, supportive housing for low-income individuals.

Family Preservation and Prevention Services
In 1993, Congress passed and began implementation of a new federal Family Preservation and Family Support Services Program. The program was part of the Omnibus Budget Reconciliation Act, which established a new subpart 2 to Title IV-B of the Social Security Act. The Act provides services that:
- Promote family strength and stability
- Enhance parental functioning
- Protect children, and
- Assess and make changes in state and local service delivery systems.
Family Preservation Services are services intended to help families whose children are in imminent danger of abuse, neglect, or out-of-home placement. Family Support Services are services designed to enhance the family. These cases will now be referred to as “In-Home Services” to include both Family Preservation and Prevention Services.

Family to Family Network Local Navigator
The Family to Family Network of Virginia works with individuals, families and community partners who represent underserved groups and a range of developmental disabilities and special health care needs to plan local family- to-family networks that meet the needs of families. Family Navigators volunteer up to 6 hours a month, sharing what they have learned through training and their own life experience, with families in their communities in need of support.

FISH of Clarke County, Inc.
Our mission is to make sure everyone in Clarke County has access to the food, clothing, and support they need.
- FISH of has been meeting the needs of our community with compassion and enthusiasm since our founding in 1968. In cooperation with local churches and organizations, as well as private citizens, we provide monthly food and support to any Clarke County resident.
- FISH is a volunteer-led non-profit Christian ministry that provides support to neighbors in need who are lacking the basic necessities of life such as food and clothing, and/or needing assistance with financial issues and a fuller integration into our local community life.
- Since our inception, FISH has grown into an incorporated 501(c)(3) organization with a Board of Directors and a large volunteer base. In fact, FISH is operated completely by volunteers. Our Main Street location provides space for our food pantry and clothing store, office space for administrative duties and counseling sessions, as well as meeting space for our Board and volunteers.
