Bright Futures—Frederick/Winchester is a non-profit organization that helps schools connect
student needs with resources that already exist in the community. The Bright Futures framework
brings together businesses, human service agencies, faith-based organizations, and parent
groups and partners them with schools in a way that helps them quickly and efficiently meet the
needs of students and schools. Major initiatives include the Food Pack Program, Basic Needs
(Hygiene products, school supplies, shoes, clothing, teacher, and classroom need), Service
Learning, Positive Role Models.

From time to time everyone needs a little help and that is where CCAP comes in. If you have fallen on hard times and need assistance with finances or food or clothing, we are happy to get you through this time until you are sure to get back on your feet.
We make every attempt within the limits of our resources to assist every client who comes to our door
New Client requirements
- Must be a resident of the city of Winchester or Frederick County, VA
- Provide proof of residency (Ex: current lease/rent receipt, current mortgage statement or utility bill)
- Provide photo ID (Driver’s License/passport/Military ID)
- Proof of income such as a pay stub
- Dependents such as children need birth certificate
Individuals with no fixed address (homeless) may receive exceptions of requirements

Child Care Subsidy
The Child Care Subsidy Program assists families in paying childcare costs for children under age 13 who are not eligible to attend public school during the part of the day when public education is available, or children with special needs under age 18 who reside with the applicant. If you are eligible and are approved for services, the Subsidy Program can pay a portion of your childcare costs directly to the child care provider. Driving Lives Forward
Driving Lives Forward connects economically-disadvantaged families with reliable vehicles and affordable auto loan financing, providing not only safe transportation, but, importantly, a way to establish sustaining employment and create or improve credit history – critical for access to affordable capital. This unique partnership relies on an equity framework to support families and individuals in the removal of transportation barriers as they seek progress on the road to economic resiliency.
To qualify you must:
– Be employed for at least 6 months, working at least 30 hours per week

Education Literacy
What Do They Do?
An adult education center that provides classes and tutoring to adult learners seeking to improve basic skills in reading, writing, and mathematics. Additional classes: computer, GED prep, English for speakers of other languages, and weekly job seeker workshops. All services are fee free and confidential.

Energy Assistance-Buckingham, Buckingham County Social Services
The Energy Assistance Program consists of three components:
Fuel Assistance assists low-income eligible households by supplementing home energy costs. Applications are accepted the second Tuesday in October through the second Friday in November.
Crisis Assistance assists low-income households with energy related emergencies. Applications are accepted November 1st through March 15th.
Cooling Assistance assists households in acquiring or repairing cooling equipment and /or payment of electric bills to operate cooling equipment. Applications are accepted June 15th through August 15th. Additional information about EAP is available at www.dss.virginia.gov. You may apply online anytime at www.commonhelp.virginia.gov

F.R.O.G. (Families Reaching Out Group)
Founded in 2009, Families Reaching Out Group (F.R.O.G.), a Winchester, Virginia based non-profit is dedicated to making a difference in the lives of foster children and children who have been victims of abuse, neglect or are at-risk.
One of F.R.O.G.’s projects is Froggy’s Closet. We are committed to help these children adjust to their new living situation and let them know that there are people who care about them. We serve children and families in Winchester, Frederick County, Clarke County, Shenandoah County and Warren County.
F.R.O.G. provides accessibility to basic needs such as clothing, shoes, diapers, car seats, toiletries, vouchers for haircuts, book bags for school and so much more.
We encourage and equip foster families for the challenges of foster care with support meetings and educational offerings the first Monday of each month at our office located at 200 North Braddock Street in downtown Winchester, Virginia.
Everything we do is only possible through donations and with the help of our Volunteers. Each donation directly helps the children in our community.
Our Goals Include:
- Providing clothing and other essentials for foster children, children at risk and children in need. All provided free of charge with an appropriate referral.
- Support, educate and mentor families through the challenges of foster care, respite, kinship and the adoptive process.
- Provide after school enrichment activities for foster children
- Provide household items for children aging out of foster care.

Faithworks, Inc. is a 501 (c) 3, non-profit, faith-based Community Housing Development Organization.
We work throughout the Northern Shenandoah Valley to meet the needs of low income and A.L.I.C.E. (Asset Limited Income Constrained Employed) individuals and families and address the need for more affordable housing in the region.
Our mission is to renew communities, and the lives of individuals and families that live in them.
To accomplish our mission, we:

- Offer financial assistance and support services to address the need for stable, safe, affordable, permanent housing for low income and homeless individuals and families in our community.
- Provide assistance with basic needs (food, shelter, utility payments, etc.) when appropriated funds are available.
- Partner with city and county governments, developers, for-profit businesses, non-profit agencies, churches, civic organizations, etc. to develop affordable housing and multi-use facilities (community centers, recreation areas, nonprofit offices, etc.).
- Coordinate human and financial resources to create affordable, supportive housing for low-income individuals.

Family Preservation and Prevention Services
In 1993, Congress passed and began implementation of a new federal Family Preservation and Family Support Services Program. The program was part of the Omnibus Budget Reconciliation Act, which established a new subpart 2 to Title IV-B of the Social Security Act. The Act provides services that:
- Promote family strength and stability
- Enhance parental functioning
- Protect children, and
- Assess and make changes in state and local service delivery systems.
Family Preservation Services are services intended to help families whose children are in imminent danger of abuse, neglect, or out-of-home placement. Family Support Services are services designed to enhance the family. These cases will now be referred to as “In-Home Services” to include both Family Preservation and Prevention Services.

FISH of Clarke County, Inc.
Our mission is to make sure everyone in Clarke County has access to the food, clothing, and support they need.
- FISH of has been meeting the needs of our community with compassion and enthusiasm since our founding in 1968. In cooperation with local churches and organizations, as well as private citizens, we provide monthly food and support to any Clarke County resident.
- FISH is a volunteer-led non-profit Christian ministry that provides support to neighbors in need who are lacking the basic necessities of life such as food and clothing, and/or needing assistance with financial issues and a fuller integration into our local community life.
- Since our inception, FISH has grown into an incorporated 501(c)(3) organization with a Board of Directors and a large volunteer base. In fact, FISH is operated completely by volunteers. Our Main Street location provides space for our food pantry and clothing store, office space for administrative duties and counseling sessions, as well as meeting space for our Board and volunteers.

Fluvanna County Meals on Wheels
It is our mission to see that homebound seniors and adults with disabilities in Fluvanna County do not go hungry.
Meals on Wheels volunteers deliver a hot nutritious meal, a warm smile, and a safety and wellness check so these people may remain healthy and living in their own homes.
Fluvanna Meals on Wheels provides a source of daily social contact for people who would often be alone.
